Based on my limited experience, you're right about sailing in the Broads area being tricky. However, there are a few companies that hire out sailing boats (and people who own boats there) and they are designed to suit, e.g. with shallow draft, large sails, and masts that hinge down. I've been sailing twice with TARS groups, just a day each time. We started along a river and then a dyke, motor sailing. It was more motor or more sailing according to the wind direction. Then we got to Horsey Mere, one of the Broads, where it is wide and open and we sail freely round and across the water. One of the distinctive sights of the Broads is seeing sails apparently floating above the reeds - the rest of the boat (on a nearby dyke or broad) being hidden! I'm not sure what it would be like doing a sailing tour over several days, whether the narrow river sections get frustrating - perhaps someone else has done this? One company who hire out boats without engines (using quanting poles instead) is Hunter - you could look them up.
