I'm pretty sure that some of the wealthier properties had their own spring-fed dams higher up the hillside, which provided gravity-fed water to the house (and elsewhere on the property.) No need for pumps. And I can't easily see any way that a hydraulic ram could be more-appropriately used instead of such a dam. There's a high rainfall in this neck of the woods (up to 200" annually), and creeks and the springs that feed them are perennial. "The wettest months of the year are October through January and the driest are March through June but the low level areas show little difference in rainfall between months."
