I wonder whether you are not confusing Buchan's characters' attitudes and opinions with his own? For example although several of his characters seem to hold anti-Semitic views, Buchan himself was an ardent Zionist.
I don't think that Buchan's attitudes were any more enlightened than any other person of his day, but can you condemn a man because of the era he lived in? By that way of thinking almost everyone living before our own enlightened era would have very deplorable views.
