From memory, all of his main child characters apart from the D&Gs went to boarding schools. That was simply the way AR's world worked. Not just AR's, of course. It was always part of the special cruelty of the English middle classes that they sent their children away from home to study, even at primary school level. In the case of the Walkers it would be because Ted Walker could be posted abroad and would want his children to be educated in Britain.
Of course that was slightly less true for girls. But I can't help thinking that this was because girls weren't thought to be worth the trouble and expense.
