I think you have correct identified the nuance that the younger Swallows were educated at home - perhaps by their mother or more likely by a paid tutor.
We must remember that AR was educated this way at first, when he joined Eric Eddison at his house for teaching by a paid tutor.
One of my friends had his initial education this way; there was a separate schoolroom in a largish house. It was sparsely furnished with a tutor’s table and one desk. It did have one of those education friezes round the walls which showed the timeline history of the earth and how little time man had spent on the earth. A salutary lesson in man’s insignificance. There was also a chart of “Achievements of the Empire”.
I think for most children, private education such as this died out in the mid nineteen fifties.
Probably Titty and Roger, if the were initially educated at home, were on the point of moving to a prep school. We certainly know by the time of WH that they had health certificates and in their first night in a tent in PP that they had spent the previous night at school.
