They still do; yesterday on the underground there was a family- two young parents, two children- traveling with three gigantic wheely cases. I admired their courage. In the '30s, the wheels didn't exist and the cases themselves were much stiffer and heavier. As a result, 'accompanied luggage' was required and the service existed. I remember it traveling by train in the '40s, still. But nowadays I see a lot of very large wheely cases.
