Don't know for certain, but James Turner was a very early Baptist Minister (18th century) in the Birmingham area so seems like a reasonable source for the street name. However, it's probably a fairly common name, so it's just as likely to be some local councillor from the turn of the century! (A lot of Birmingham streets are named after local politicians - lots of Chamberlain Crescents and the like).
