In the 60s it was usual at our school to wear shorts all year round until about age 8 or 9. Wearing "longs" was a sign of growing up. I can't remember being especially cold, even in winter.
At my senior school (comprehensive) there were stories of one boy who wore shorts until the end of his third year (age 14ish).
