Navy's have been using variations on this method for many years. Here is an instructional film for the RN showing how a light jackstay transfer is set up and carried out. http://www.britishpathe.com/video/replenishment-at-sea-part-2 In the 70's I was transferred between ships at sea using this method. You can always tell if you not a popular member of the crew as you get dunked midway across.

Dick (AR) probably got the idea from the use of a breeches buoy by coastal rescue teams.
