As a former naval navigation officer I have not heard of a term for the TIME between the start of an alteration and the vessel settling on her new course. However there are two related terms, Advance and Transfer relating to the DISTANCES involved.

ADVANCE is the forward progress made, relative to the original course, between the time that the rudder is put over and when she is steady on her new course.

TRANSFER is the lateral displacement of the ship during the same period of time. Advance is maximized in a turn of 90 degrees or more; transfer is maximized in a turn of 180 degrees or more.

These both vary with the amount of rudder applied and the speed of the ship. Tables are produced for each ship, so when altering course in confined waters the navigator can work out when to order the helm over so as to stay within a channel.
