Just to clarify: I was not looking to blame anyone or find a cause for the particular accident under discussion.

I am however, interested in the way boating safety precautions have progressed over the years. It seems the events of the past get forgotten, and some people today look back and think everything was better back then, before "over-zealous health & safety officials started spoiling the fun" (I'm paraphrasing the general gist of comments I've heard).

Those who sail a vintage/classic dinghy in the 21st century are sometimes derided for fitting safety equipment, or wearing it. So I think it important to (sensitively) recall the fatalities of the past when such inventions were not available.
