'pulling all the financials together' — sadly I have heard this many times

Indeed. My neighbour is a director in the feature film business. Sometimes the finance works out- his last job involved finding $100 million and it got made, with money from America, after more than a year of on-and-off. Now the next job is on hold ('financials') and he's filling in with shooting commercials.
The reason the last film got made was that it was an American story which would appeal to that enormous, wealthy audience, and it involved huge spectacular scenes- shooting on Everest at 23,000 feet for a week on oxygen; the linking shots were shot in the Italian alps where they had so much snow that it was, according to him, almost more difficult. And it has a tremendously dramatic, real life story. It's in post-production now.
SA is a more limited project, in terms of both story and location, which would be both a help and a hindrance.
But in the long term, there's hope.
