Peter, that's an interesting take on the matter. Peggy and Susan do on occasions seem almost minor characters, without checking, neither of them are the central character in a chapter in any of the books (I'm probably wrong, but none come to mind.)
In WH Peggy tries to take over Nancy's role and not only 'fails' but has Nancy carrying on as 'normal' from her sick bed.
As for Susan even in WDMTGTS it is John that is the main focus.
