It seems to me that the picture shows that there was some kind of hut-like structure there when the photo was taken, and that the reeds suggest that it was taken with a fairly long lens from somewhere like Gale Naze Crag, across towards the eastern end of Borrans Park, past Brathay Neck, hence the reeds in mid-shot.
I must say it seems curious that anybody would take such a shot for a postcard, as it seems fairly featureless unless you look at it very closely.
It's true that the flag is on a separate flagpole, but flags were important symbols that added to the stories whenever they appear, and it's more dramatic to have it flying from the North Pole itself. This is a story and AR, even if encouraged or inspired by the existence of a bathing hut near the head of the lake, could simply put the flag wherever it worked best for his book.
