In the late 18th century British navy, a captain could only order 12 lashes, although a few more were often added. A court martial for a serious offence could order many more. Most disciplinary offences were dealt with on ship, and the average number of lashes administered for an offence in a typical ship of the line was usually between 12 and 20.
