While the navy might have been limited (except for flogging round the fleet following a court martial), I believe that the army could be much less restrained and floggings of 150 lashes or more could be ordered. In early Victorian times the Duke of Wellington ordered that the sentences should be restricted to not more than 50 lashes, still significantly more than the number a ship's captain could order.
However, ship's captains could impose 12 lashes for each of a number of offences which were really all part of the original offence (e.g. 12 for drunkenness plus 12 for not obeying an order plus ... etc.) so the number could add up.
