Those are very important rules....although when we are talking about 1930s wooden dinghies with metal centreplates, we have to remember that there is rarely much of the boat showing above the water.
Wood floats, but not necessarily enough to support two humans above the surface.
Dinghies these days have watertight compartments or buoyancy bags, to make sure they can keep a crew above the water, and be righted/bailed.
Remember the rules though: stay with the boat!
