AL's 3/8" steel c/b wasn't so heavy that it couldn't be lifted quite readily by its lanyard running over a sheave at the after end, and then being cleated off. (Don't forget that you don't have to lift the full weight, as the pivot at the forward end takes half the load.)

Here's the arrangement I had.

Maybe this sheave (which is inside the wooden block on the RHS of the picture) is Oscar's "wheel"? Without this sort of arrangement you would need to pull straight up vertically before inserting a pin to hold the plate in position.
