The optimal chemical ratio is 1:3 {closer to 1:2 by volume because of the normal concentrations of the acids) but if there is an excess of either acid, the reaction will still occur but less efficiently.Possibly he has just read that you need a mixture of nitric and hydrochloric acids and just assumed that it requires equal parts.
