That's a question for whoever holds the copyright (cf Copyright, Designs and Patents Act, cl. 5b and 13b). The credits state it was produced for the BBC by Films (Windsor) Ltd in 1957. The Director is listed as Peter Saunders, the "adapter" (presumably equivalent of Scriptwriter) was Anthony Steven, the composer, as previously mentioned, Albert Elms, and the Producer John Robins. I expect the BBC are probably the best place to start, if you want to try tracking the owners down.
I believe various people did look into this back in TARS's early years, in the early 1990s, but didn't really get anywhere with it. Other Tarboarders may have better recollections than mine over what progress they made and why they were unsuccessful.
Whether anyone has a good enough copy to republish or share is another matter. So is the question of whether the copyright owner(s) would want it made available even if you do track them down - frustrating, I know, but ultimately it is their decision.
