Amazon's criteria for letting you buy the U.K. editions seem to be
(a) You are accessing amazon.co.uk
(b) You are doing so from an IP address in the U.K.
(c) You have a U.K. address and have changed your Amazon address to it
This works even if you are staying in the U.K. for a relatively short time but really do have a valid U.K. address. It is probably more general than this (and I don't know about Canada) but if the above criteria are met one can indeed purchase and acquire the U.K. Kindle editions; the copyright restrictions are satisfied.
