It is probably more general than this (and I don't know about Canada) but if the above criteria are met one can indeed purchase and acquire the U.K. Kindle editions.
It is more general than this - condition (b) would appear to be less strict, e.g. I can buy U.K. editions via Amazon UK from Poland. So maybe the condition is: any IP address other than one in the USA.
Then there is the challenge of buying US editions from Amazon US from a European IP address. I have done this some time ago in the past. I am not sure whether this still works.
