The size of the territory is irrelevant: simply change the scale of the map. The numbers involved pose more of a problem. It would probably be easiest for the UK to use proportional circles by county. Each circle could then be segmented to indicate the fraction of that total that is in each membership category. I have been planning for some time to do that for Canada (and perhaps the US as well) but have been altogether too busy.
