Arthur Ransome went to Rugby school, birthplace of Rugby football. Most British people of his day would have said football meaning soccer and rugger or Rugby football for the fifteen a side game. Perhaps as a Rugbeian, Ransome learned to say football for the school game and didn't recall that other people used two different terms.
