I recently re-read Coot Club and have a question about one of the maps. In the large scale map of the Bure for the Wroxham-Horning-Ranworth area (that indicates such details as Nest #7, the Horning ferry, etc.), the map’s legend says that it only shows areas where people are “allowed” to sail. Does that mean there are otherwise navigable waters where people are not allowed to take their boats or is this simply a map of navigable waters?
If the former, how does that work? Are these waters private? That is a foreign concept here in the US where, as far as I am aware, all navigable waters are public (with the exception of reservoirs, which may not allow boats for obvious reasons).
