When did Beach End go green?

Can anyone help me identify when the UK's buoyage system was changed?

In WD, Jim explains it's Red buoys and conical buoys to starboard, black can buoys to port... that's coming up with the flood.

And the Beach End is a red parrot-cage with a pointed top.

Nowadays the Beach End is green, still conical, but filled-in, and the
buoyage system is red cans to port, green conicals to starboard - going up river.

I'm sure I've read a reference to the change, possibly added as a footnote by AR himself, or in an article in Mixed Moss. Can anyone direct me to it please?
