My copy of "New Fowler's Modern English Usage" 3rd Ed 1996 states:
"Practice,Practise. In standard BrE, Practice is invariably used for the noun and Practise for the verb. In AmE, 'practice' is the dominant spelling for both noun and verb: but 'practise' is also used by some writers for both parts of speech."
