Patrick, your explanation of low level needed in the mill race is probably the correct one.

Even without reversing gearing, a three race layout with two swinging boom gates would allow operation on both inward and outward flow (out through the wheel race on the ebb, and in-out-in through all three on the in-flow)

But if it is necessary to keep the level in the tide race low then the inflow will only work while the millpond level is very low
