As I understand it, the scorn heped upon the perpetrator of a waggly wake is because, as AR says, it shows that the helmsman has other things on his or her mind rather than steering the boat. It orignates in commercial or naval ships crossing oceans, where a straight course steered helps the navigator to have confidence in his D.R. [deduced reckoning] position.
