How about Theodore Roosevelt? He wrote a few books on naval warfare, all of which were quite well known and I think were re-published around the right time.

Naval Warfare in 1812, seems like a likely contender.

I've no idea really, just wondered whether it might indeed be a book famous on the other side of the pond...
