A very bad paraphrase, from memory, thirty years after reading it, would be something like, "Our Lord's commandment, that, "Thou shalt love thy neighbour" becomes, in law, "Thou shalt not injure thy neighbour". The lawyer's question becomes, "Who, then, is my neighbour?" and the the commonsense answer is, "Any person whom I might reasonably have in contemplation as likely to be affected by my actions"".
