As Peter H has mentioned, copyright belongs to the Literary Executors, not to TARS.
However, the Executors prefer to be approached through TARS, who can advise on the best way to do it. Details are always published in Mixed Moss, but that doesn't help non-members. I have sent the contact address to Philip.
