I think it has to be a 4-4-2T because it can't be anything else. I now rule out a 'Scot' because of the noticeable clearance between the boiler of AR's loco and the main frames. This gap also rules out a 'Claughton'. It plainly isn't a 'crab'. It might have been a 'Patriot', ie rebuilt Claughton, but I don't believe these ever ran without smoke deflectors. In fact, the absence of deflectors probably rules out a 5XP or 7P. It's too early for a 'Black 5', and it's a bit off-patch for a 'Lanky'.

I think David Carter is right, and that the nearest to it is the 4-4-2 ex-LNWR tank. We should remember that AR was not that excited by railway locomotives, so perhaps drew from a hasty sketch at Oxenholme. He has omitted the sisterhooks altogether - his engine would fall to pieces halfway up Shap.
