By Gum was a not uncommon expression in AR's time, less so these days! It is probably derived from someone wanting to say By God but not wishing to take the Lord's name in vain, perhaps Gosh or Golly come from the same source. There are many similar cleaned up expressions to be found these days for other swear words.
