The only thing I think of here is that Netscape is changing the file suffix when it downloads from .dwg to something else. So.. let it download, then when it has finished find where the file was saved and rename it from whatever suffix Netscape has used to .dwg

There is probably some setting in Netscape that makes assumptions about what kind of files you download.
