It is possible that there is something wrong with the link or the file.
I tried downloading the file and opening it up in ArcView, a mapping program which can read dwg files, but had no luck. Computer told me image source had an error and was unable to open the theme.
However, I could be doing something wrong on my end also, so I'm not sure.
