I always understood from my days in the RNVR that the water in "Grog" was added not so much to prevent drunkenness in the lower decks or to save the Admiralty money but because rum, once it is diluted, cannot be kept. The powers that be did not want anyone to hoard his rum and accumulate it for a wonderful blowout on a rainy day. That was the story they told us, at any rate.
