PC Tedder would not address Farland as ‘Sir’, as police officers do not address lawyers in this way (they are fellow-professionals in the law, and to say ‘Sir’ might indicate an improper subservience). If anything, he would say ‘Mr Farland’. By the same logic, Farland should have addressed Tedder as ‘Mr Tedder’ or ‘Constable’. The fact that he said ‘Tedder’ might be a bit of class distinction coming in, or probably indicates that Farland, although kindly, was just a bit pompous.
