0-90 was used into the '70s by geologists, at least. My Brunton Pocket Transit came 0-90, although I could have gotten one graduated in either 0-360 degrees or in mils at the time. They've been around for donkey's years, and can be used for sighting either at eye level or waist level, or as a more usual compass.

Considering John packed around Cdr. Walker's Baltic Pilot, isn't it quite possible the compass was one the Commander had as a boy, but passed on to John as he now had bigger and better compasses, and a crew to read them?
