I think there are various factors - increase in use of the Internet following the introduction of Freeserve, which allowed for all the other 'pay as you go' services (prior to that you had to take out a monthly subscription). The Broadband thing is a bit of a myth as most people in the UK (despite what BT would have you beleive) are unlikely to get Broadband unless you live in a city centre. Those of us in rural or semi-rural areas are only ever likely to get it when we meet a very tight set of options (digital exchange, distance from exchange, type of cabling in home, type of cabling in street, number of people in area interested and so on).
The bottom line - more people in UK are using the Internet, for some reason we have taken to it (same as mobile phones - but that's another story).
