I think there is a significant difference between writing a guide and illustrating the birds found in Ransome with his and your own pictures and with taking the characters he invented and adapting them to your own concept of their future.

The former is very much like most of the other "interpreting Ransome and his world" books that can be bought, though with an interesting twist. The latter risks "damage" to the concepts of Ransome's characters, imagine Peggy the promiscuous teenager being kept in check by her postulant nun sister, Nancy. This is not a personal attack on anyone who has written or wants to write a novel using their concept of Ransome's characters but I can understand why the literary executors might be concerned.

Perhaps you could discuss the idea with the Amazon Publications group, they have published books on Ransome's houses, amongst other things.
