Its a plot device!
If everyone turned up on time and sat around fishing, swimming, or taking the occasional sail - it would soon get tedious. Puting the hurdles and distractions in the way makes the tale more interesting.

I don't agree SD hasn't got a plot, there's all that dodging and hiding from the GA. I do feel frustrated for them though that every time something arises to spoil there holiday plans!
