Yes AR is a children's writer, but he is more than that.

One of the most recent converts I have made to AR was a fellow Patrick O'Brian enthusiast who not only read all the books but joined TARS and introduced and converted her mother to AR as well.
This was not a child but a well-educated and it seems Anglophile (she is also a member of the PG Wodehouse Society) American lady. She just never came across the books when young but recognised and enjoyed them as speaking to her as an adult even though they were about children.

In a similar way, J.K. Rowling's Harry Potter books are published with two different cover illustrations, one aimed at children and one more "adult". Is J.K. Rowling a children's writer? Obviously she is but she also appeals to many adults too.
