I don't think that it is intentional Ed, as the lake will be tideless. It may have some variation of level due to floodwaters, but for the greater part of the time it will be of the one level. The local nomenclature would be to call it a jetty. A large or long jetty would be a pier. I suspect the the outer end may have sunk into the lake sediment over the years. When timber is allowed to be frequently immersed it develops a growth of slime, which makes walking on it definitely hazardous. No public authority would expose themselves to litigation so obviously.
