An Essex County Council web page, among others, refers to the quay being built of stones from the old bridge. It notes the inscription still exists, but doesn't list everything that once stood there. As it was evidently built by Guy's Hospital of Southwark, presence of a hospital on the site wouldn't be too surprising. Googling for "Lepper Hospital" brings up the helpful "Did you mean Leper Hospital?", but "Beaumont Quay" is more productive.
