Yes, it is, Ed, but the rules can be learnt, and once learnt they are generally more reliable than the rules for English. A Google search on 'welsh pronunciation' will get you to various sites of varying complexity, but if you just want to greet Charlotte in her native tongue when you meet her, try www.red4.co.uk/language.htm
and go to Lesson 2 - Greetings and phrases.

(I hope CC is Welsh-speaking - not all Welsh people are. BTW, I read that Katharine Jenkins is touring the US at the moment.)
