The financial difficulty with the London Eye is that the owners of the site are threatening a massive increase in rent - presumably an attempt to cash in on its popularity. The operators (who, if I remember correctly, are British Airways) are saying this will kill the goose that lays the golden eggs. Maybe one or both are bluffing, or maybe the landowners have seriously misjudged - I don't know.
