Video conferencing, at least at this time, would probably be terribly complex and expensive especially to provide a generally available broadcast (presumably via the internet). What might be done is an audio streaming broadcast also via the internet. It would require equipment and support that would be expensive unless a local institution such as a University were willing to provide it; alternatively the talks could simply be recorded. But at least a live broadcast doesn't require editing and packaging later (considering the notes above on getting material edited for publication).
