Going for some current information, I asked a friend in the administration at CSU Fresno. Here is part of his reply:

In this context the word that is most often used is "segments" as opposed to "tiers". The use of the word "tiers" is thought by some to imply a hierarchy of greater and lesser institutions. By contrast, the word "segments" is intended to convey that the different institutions provide different, but equally valuable, functions.

The principles underlying the establishment of the three major segments of public higher education in California were most clearly stated in the "Master Plan for Higher Education in California". Aspects of the master plan were formalized by the Donahoe Higher Education Act of 1960.
