I'll try to answer as best I can, Bruce.
The Wade is situated at the highest point in a watershed; the tide approaches it from both the east and the west. This is quite natural. There are a couple of similar situations here on the Victorian coats at French Island and Snake Island. It has probably been 'improved' at some time by the addition of the occasional drayload of gravel, although there would have to have beena firm base there to begin with or the gravel would have just sunk into the mud, never to be seen again.
While the seabed belongs to the Crown Commisioners, the land on each shore probably belongs to individuals who can deny access if they choose.
There is only one Wade because any watershed can only have a single highest point; everything runs downhill from there. The owner of the island may maintain the base in order to continue with access to the island, but cost/benefit considerations would prevent the construction of a proper causeway. In other words, there isn't enough revenue from the farm to justify it.
David.
